The scenario from May 4 to 17 depending on the region
Latium
In Latium, it is allowed to move within the regional territory, within its own municipality or municipalities where the owned vessels or pleasure craft are, to carry out, for no more than once a day, of only the activities of maintenance, repair, and replacement of parts necessary for the protection of the safety and preservation conditions of the property, by the owner, owner or sailor with regular employment contract.
In what mode?

Fishing?
Recreational fishermen (equipped with all permits and licenses) may engage in sport fishing from land in inland waters and at sea. They are therefore allowed to move around Lazio, but for the sole purpose of enabling them to reach the maritime coast.
Liguria
From 6 a.m. to 10 p.m. single sports activities are allowed within the province or metropolitan city: these include windsurfing, canoeing, etc. All these activities must be carried out individually.
Fishing and boating
Boat trips are also allowed with a maximum of two people residing in the same household on board. Sport fishing (both in inland waters and at sea) can only be practiced by fishermen with all permits and licenses. Again, a maximum of two people residing in the same household may be on board.
Tuscany
In Tuscany, all activities necessary to ensure the chain of maintenance and storage of recreational boats such as hauling boats or moving them to the boatyard to the berth and vice versa are allowed.
Recreation and fishing
It is permissible to reach owned boats and other artifacts for the performance of maintenance and repair activities necessary for the protection of the safety and conservation conditions of the property; the movement may only be individual and limited to the scope of the regional territory with the obligation to return the same day to the usual home.
The use of boats for sports activities and amateur fishing is allowed, for safety reasons, to a maximum of two people with return to the berth on the same day.
Veneto
In Veneto all cases of leaving private property, the use of a mask, or other means of covering the nose and mouth, and gloves is mandatory.
Movement to vessels, owned or leased in the regional territory, for the purpose of carrying out maintenance activities by the owner or lessee is allowed. It is then permitted to allow professional operators to carry out the activity.
Navigation is allowed, subject to restrictive provisions of the competent authority over the maritime domain;
Fishing?
Individual or household members are allowed to carry out sport fishing. It is therefore also allowed to travel by public or private means to reach the place identified to carry out these activities, within the limits of the regional territory.
Campania
As of today (Monday, May 4), only boat operators can circulate and do work aboard boats. Shipyards can work and deliver boats. Boaters, however, are still not allowed to sail and/or do maintenance.
Brands
The following is allowed in the Marches
- The movement, within the regional territory, of the shipowner, owner or seaman with regular employment contract, exclusively for the performance, for no more than once a day, of the maintenance, repair and replacement of parts necessary for the protection of the safety and preservation conditions of recreational vessels and boats. All these activities should be done in compliance with safety and social distancing regulations.
- Boat and recreational craft maintenance activities, and those preparatory to moving from the boatyard to the berth. Storage facilities and marinas that have boats in storage, in maintenance areas must observe compliance with industry regulations and all measures aimed at protection from contagion;
- the navigation of recreational units, within the regional boundaries to reach the enterprises qualified for the maintenance and repair of nautical units, and the navigation with recreational units outside the cases referred to in the preceding paragraphs. There can also be a second person on board, but the requirement for same-day return to the usual residence remains. To make this possible, individual movement is allowed with with prohibition of gatherings and with the obligation to respect the distance of two meters from people, except for those accompanied as minors or non-self-sufficient using masks and gloves or ensuring hygiene with suitable sanitizing liquid
What about fishing?
One can move to fish in amateur form (including underwater activities). Of course, only persons licensed to engage in sport and recreational fishing are allowed. In the case of boat fishing, there shall be no more than two persons per boat, at least one of whom shall be licensed, in the case of fishing in inland waters or at sea. With regard to sport fishing along inland waters, the ordinance is effective in accordance with the schedule.
Emilia Romagna
In Emilia-Romagna it is allowed to reach their boat for the performance of maintenance and repair activities . The travel may be exclusively individual and limited to the area of the provincial territory with the obligation to return the same day to the usual home. That is, if the boat is outside the province, you cannot go. Owners are also allowed to take boats to the boatyards to start activities preparatory to the reopening of the boatyards.
Fishing?
Individual recreational fishing is allowed while respecting the interpersonal safety distance (at least 1 meter) . Therefore, individual movement is allowed for such activities only in the provincial area. Minors or persons who are not fully self-sufficient may carry out the activities with an accompanying person.
Friuli Venezia Giulia
Free movement for work, necessity, urgency is allowed in Friuli Venezia Giulia. Boat owners will then be able to maintain their boats.
What about fishing?
Sports activity (individual, couple or with cohabitants) in the open air such as sailing is allowed. No reference is made to free swimming in the sea, about which interpretive doubts remain. Yes you can also fish (subject to licensing and social distancing rules).
Abruzzo
allowed to move within its regional territory, where the owned vessels and/or pleasure craft are, for maintenance and repair activities.
- are allowed, within the framework of storage activities, marinas or specially equipped places, in view of the need to protect the property that could be exposed to irreparable damage by reason of deficient maintenance and preservation activities, the maintenance activities of vessels and/or recreational craft, as well as activities preparatory to moving from the yard to the berth;
- that boathouses and marinas that have boats in storage, in maintenance areas must observe the obligation to comply with industry regulations and any other measures aimed at protecting against contagion, while also taking care to interdict access to non-professionals;
- services of a craft nature rendered by third parties for maintenance work on board recreational boats at berth are allowed;
- the activities of “warehouse delivery” as well as activities preparatory to moving from the shipyard to the berth or related activities otherwise aimed at delivery are allowed within the scope of shipbuilding activities, subject to notification of the Prefect;
Fishing
It is allowed within the Abruzzo Region, residents or domiciled in the regional territory, training exercised individually and with compliance with personal protective equipment and social distancing measures, for the following sports activities: individual rowing, individual canoe kayak, windsurfing, sailing, surface and underwater sport fishing.
Apulia
Maintenance and repair of recreational boats is allowed in Apulia. Therefore, individual trips within the regional territory to reach owned boats for the performance of maintenance and repair activities by the owner or sailor with regular employment contract, in compliance with safety regulations related to the containment of Covid-19 infection, are allowed no more than once a day.
Fishing?
In Apulia, you can also fish by boat:
- Limited to fishing both from land and in inland waters and at sea;
- carried out by a person licensed to engage in sport and recreational fishing in possession of a copy of the communication made in accordance with the Ministerial Decree of December 6, 2010;
- With no more than two persons per boat, at least one of whom is licensed, in the case of fishing in inland waters or at sea
- In compliance with current regulations on the exercise of sport and recreational fishing
Sicily
In fact, all the provisions in Ordinance No. 18 of April 30, 2020 remain valid, with no longer the need to seek permission from the prefect. Thus, activities related to the delivery of already outfitted vessels by shipyards and their movement from the shipyard to the berths are allowed.
Boat maintenance and repair can be done by the owner or deckhand with a regular employment contract, in compliance with safety regulations regarding the containment of Covid-19 infection. Such activity is allowed only on weekdays.
Fishing?
Similarly, sporting activity is allowed on an individual basis, i.e., with an accompanying person for minors and dependent persons, including so-called 7 sport fishing, as long as the interpersonal safety distance and rules regarding the containment of contagion are observed.
Sicily allows sports clubs that are authorized to start amateur activities such as fishing and sailing: on page 7 (art.8) the list of all necessary authorizations.
Lombardy
It is permitted within the regional territory to move to vessels in ownership or on the basis of other legitimate right to the property, for the purpose of carrying out maintenance activities necessary for the protection of the safety and conservation conditions of the property. This leaves the option of contracting the work out to professional tradesmen.
Recreation?
Navigation of private boats is allowed, unless communications other than eminent domain (rivers and lakes) are made. Then we need to check the provisions on private navigation services entrusted by permit or concession.
What about fishing?
Sport and amateur fishing exercised individually in compliance with the measure of interpersonal distancing, with the possibility of movement within the regional area, is allowed.
Sardinia
Also in Sardinia, residents are allowed to travel individually within the regional territory, within their own municipality or municipalities where owned boats, watercraft or recreational vessels are located, in order to carry out maintenance, repair. The work can be done by the shipowner, the owner, the sailor with a regular employment contract, in compliance with COVID 19 contagion containment regulations.
Craft services (boatbuilding) rendered by third parties and individually by owners may also be provided for maintenance work on board boats, watercraft or recreational vessels at berth, for testing, testing and delivery of boats, and for dock arrangement.
Fishing and recreation? Double yes
Alone, with a prohibition on gathering and a requirement for personal spacing, you may engage in sport, underwater, shore or line fishing from a boat, craft or recreational vessel.
Basilicata

Calabria
In calabria, it is permitted to travel to owned boats for maintenance and repair, only once a day. It remains possible to outsource the work to professionals in the field.
Fishing?
Travel within one’s municipality or to another municipality for the performance of individual sports is allowed. Amateur fishing is among them.
Molise
Fishing?
In Molise, it is possible to move within the regional territory to carry out fishing activities. As long as they are carried out no more than once a day, they are in the time slot between 6 a.m. and 8 p.m. They must then be carried out by a maximum of two members per household. They must be in full compliance with the spacing of at least two meters. Personal protective equipment (mask and gloves) should be used.
Umbria
Fishing?
Umbria also opens to the Sport fishing carried out individually. The exercise is allowed starting May 4 within the regional territory, in strict compliance with social distancing rules that require an interpersonal distance of at least 2 meters and prohibit any gathering.
Trentino-Alto Adige
It is allowed to carry out individual sports activities (running walking, cycling, hunting, fishing and any individual sports) or motor activities (walking/walking) outdoors on the entire provincial and regional territory (interpersonal distance: 2 meters for sports activities and 1 meter for any other activities). Be careful, however, because travel for sports activities must start from home/work place and be done on foot. Use of automobile or public transportation is not possible.
