Boating license at 16 and simplified outfitting are some of the reforms included in the new regulationsimplementing the boating code. Key points include numerous simplifications for shipyards, operators and boaters. This is what the press release from Confindustria Nautica announces, satisfied with the Council of State’s positive opinion on the text. The new regulation is not yet law and will be only after publication in the Official Gazette and implementing decrees. Meanwhile, we explain the proposed reforms affecting boating.

16-year boat license and simplified equipment coming soon?

Today Confindustria Nautica announced the contents of the reform approved by the Council of State, which is likely to become law soon. From small pleasure craft to large ships, the idea of a simplified boating license for 16-year-olds and obvious simplifications on safety equipment and life raft also reappears.

Boating license at age 16

Issued by 16 years of age, for daytime navigation within 6 miles of the coast, with units up to 12 meters (for minors, the patent is limited to 10 meters), may be attained following mandatory attendance at a training course at nautical schools, supplemented by practical exercises in navigation and motor maneuvering, and passing a final quiz test.

Medical certificate also in nautical school

The required medical certificate, which is now extremely difficult to obtain, can be issued directly at sailing schools. Revised some overly penalizing physical requirements.

Coastal raft in SAR area

Units sailing beyond 12 miles from the coast, but within the limit of the national SAR area, if equipped with electronic geo-location instruments may have the coastal raft in lieu of the ocean raft.

The inshore raft for navigation within 12 miles can be replaced by a CE-marked inflatable boat if it is ready for use and equipped with a boarding device and survival kit. Inflatable units including hard-hulled units are exempted from the requirement to have a self-inflating raft when sailing within 12 miles of the coast.

Simplified allocation table and instructions in English

Provided one table for private use and one table for rental units. Only two configurations of the flare package are planned, compared with five today. For safety equipment, the manufacturer’s recommendations are introduced.
For safety purposes, provided essential instructions for the operation of recreational vessels leased without a license requirement, including in English.

Boat and social moorings and buoy fields

In order to support small-scale boating, specific spaces for mooring, including dry berths, of units up to 6 meters, as well as public slips for putting the same units in the water and parking their trolleys, are identified within the regulation of port areas. In establishing buoy camps and equipped mooring fields, managers of marine protected areas shall give due consideration to recreational units belonging to social boating and regulate any facilities for them.

Drones, assistance and towing

The service of “assisting and towing” recreational boats and drone navigation will be regulated.
