Sailing abroad with a boat. We had told you hereabout the novelty concerning this kind of boat and the possibility of showing a document(English and Italian) by which even these boats, which do not have to be registered, can sail abroad.
The problem is, however, that this document for now has not been recognized by other nations.
Vessels abroad
The origin of the problem lies in the fact that these kinds of boats are often asked for a document that allows the nationality of the hull to be traced. Since, in Italy, boats under 10 meters homologation length are not required to be registered, these documents are not there.
This has brought a tightening by controls of neighboring nations, especially on the Balkan side-Greece, Slovenia and Croatia above all. These countries, in fact, are among the favorite tourist destinations during vacations.
What happened in 2024
This situation, with an amendment to the Recreational Code, was tried to be remedied just last year. How? With the introduction of a new document, namely theItalian Recreational Craft Attestation, but it does not seem to have solved the problem. This is because neighboring nations have not recognized it as valid.
The reasons for the stalemate
Today the situation is stalled because this certificate combines the Declaration of Construction and Importation (DCI), a technical document issued by a business association (Confindustria Nautica), with a self-certification, all notarized by a Telematic Dockyard Desk (Sted).
What does it mean? That this document does not have the same value as an entry in the national maritime registers (now Atcn).
The proposal
Identifying watercraft risks doing damage to the industry. The success of these boats, in fact, is tied to that dose of administrative freedom that makes these hulls cheaper to operate and free of bureaucratic obligations.
So how to do it? One avenue that can be tried is bilateral agreements with neighboring nations to ensure that these boats can sail freely as has already been done with France, perhaps even using the new certificate.
Alternatively, to sail abroad “without limits” there always remains a foolproof method: registering the boat.
